MGG3701 [Lanjutan tempoh konsessi tol menunjukkan pihak kroni sekali lagi gagal
bernafas sehingga terpaksa diselamatkan lagi, cumanya ia tersembunyi di dalam
resit tol yang terpaksa dibayar rakyat acap-kali. PLUS adalah satu-satunya
'cash-cow' Renong yang sarat berhutang lebih RM30 bilion. Kerajaan sanggup
mendera rakyat bila kroni kesusahan tetapi tidak pula mampu menolong rakyat
yang memerlukan pembelaan. Padahal rakyatlah selama ini yang membayar cukai
dan memberi undi. Perjanjian dan transaksi antara kerajaan dan pemegang konsessi tol sengaja
dirahsiakan kerana di situlah tersingkap segala-segalanya. Kerajaan tidak
bersedia mempamirkannya kerana ada sesuatu yang tidak kena. Kerana mereka akan
terkena dengan bukti yang tercatat di sana.

(Bailing out the bailors) Menteri Kerjaraya, Dato' Seri S. Samy Vellu telah menyatakan bahawa kerajaan terpaksa
memberikan pampasan kepada pemegang konsensi lebuhraya sebanyak RM19 bilion untuk
selama 20 tahun, lamanya. Ini bukannya kerja yang mudah, katanya. Adalah lebih baik
kalau dicipta satu formula baru agar pemegang konsensi ini mendapat pinjaman mudah
sahaja. Dia tidak mahu membelakangkan kepentingan rakyat dalam hal ini dan mahu mencipta
satu formula agar kedua-dua pihak berada dalam satu situasi yang sama-sama menang. Dia
tidak mahu rakyat marhaen tertekan membayar sebanyak yang sepatutnya. Di waktu yang sama
dia mahu menentukan agar pemegang konsessi itu akan terus pergi ke bank dengan keadaan
yang lebih ceria. Kerajaan memberikan bayaran kepada mereka kerana tidak menaikkan harga
tol. Sebahagian besar wang pembayaran itu adalah berupa imbohan kerana mereka gagal
memenuhi kadar jangkaan lalulintas yang sengaja mereka lebih-lebihkan angkanya dulu.
Inilah yang menjadi masalah yang menyulitkan pihak kerajaan dan orang awam. Pada 1986,
Plus Highway (Lebuhraya Plus) telah mengambil alih urusan Lebuhraya Utara Selatan
(North-South Highway) dan membelanjakan RM6 bilion untuk menaikkan status jalan itu
dengan upahnya berbentuk konsessi selama 30 tahun. Ini bererti tempoh konsesi itu
berakhir pada 2016. Tetapi, rancangan Dato' Samy itu akan melanjutkan konsessi itu hingga
2021 pula. Kerajaan memberikan semua pemegang konsessi lebuhraya kemudahan pinjaman berdasarkan
'bayar-balik bila mampu', di samping tanah yang luas kawasannya sehinggakan mereka boleh
menjualnya untuk mendapatkan modal untuk memulakan perniagaan membina jalanraya. Tetapi,
kontrak kerja itu sengaja dibebani dengan segala modal itu sehinggakan rakyat marhaen
terpaksa membayar tol yang sentiasa dinaikkan kadarnya. Tambang keretapi dan bas ke
Seremban lebih rendah harganya berbanding harga tol yang dikenakan ke atas pemandu yang
menggunakan keretanya di lebuhraya itu. Dulu harga tol cuma RM1 kini ia sudah naik
sehingga RM6.50. Apakah penyebab yang wajar menyebabkan harga itu dinaikkan dalam satu
dekad? Kalau kerajaan mempunyai dana secukupnya kenapa tidak dibina sendiri Lebuhraya
Sprint untuk kegunaan mereka yang duduk di Kuala Lumpur ataupun Petaling Jaya
menggunakannya untuk ke Taman Tun Ismail ataupun Damansara Utama ataupun sebaliknya
dengan dikenakan bayaran tol? Lebuhraya itu khabarnya memakan belanja RM 1 bilion.
Catatan penterjemah: Saya telah banyak menulis secara berkias akan kenaikan tol itu sejak siri SLPM.
Masalahnya ialah pengurusan yang menipu rakyat marhaen. Terlalu banyak kebocoran dalam
kutipan tol. Kita kerap diberikan resit perjalanan lain yang menunjukkan kadar bayaran
lebih rendah daripada kutipan sebenarnya. Misalannya kalau kita ke Seremban daripada
Kuala Lumpur, kita kerap diberikan resit berharga RM1.90 menunjukkan harga perjalanan
terdekat ke pintu masuk Seremban itu. Bagaimanakan perkara ini boleh berlaku tanpa
pengetahuan pihak pengurusan? Kenapakah terlalu sangat komputer rosak di tengah malam?
Ini menunjukkan penipuan berterusan di pihak pemegang konsessi. Malahan kita masih ingat
betapa kad ataupun tiket tol itu diimpot daripada Amerika.
Kalau kita masuk tol SPDH daripada Seremban ke Port d##kson, ada tiga jenis harga tol.
Kalau diamati selalu kita akan dapati lori yang sepatutnya dikenakan harga lebih tinggi,
dikenakan harga kereta biasa. Bagaimanakah perkara ini boleh berlaku selalu? Siapakah
yang kaut wang songlapan yang dilakukan itu? Apakah kerja-kerja songlapan itu merupakan
satu tindakan secara bersindiket? Semua bentuk penipuan ini terus berlanjutan tanpa ada sesiapa mahu membincangkannya di
parlimen. Hanya sekali-sekala adalah pergerakan parti pembangkang yang berpiket di pintu
tol untuk mengganyang kenaikan harga tol. Tetapi, Mahathir jawab mudah sahaja. "I don't
care.......!!!!" -MT- Rencana Asal: Bailing Out The Bailors The works minister, Dato' Seri S. Samy Vellu, says the
government must compensate the highway concessionaires RM19
billion over 20 years. This is too onerous, he says, and a
new formula is worked out to that they would get soft loans
instead. The people must not be ignored, you understand, so
how this would be done is "win-win" for both concessionaire
and people. The people will not pay as much as they should,
and the concessionaire would run gleefully to the bank.
What the government pays out to them for not hiking the
tolls as they want is a small portion of this payment. The
bulk of that is money handed to the concessionaires when
their own inflated estimate of traffic is not met. This
becomes a sore point, in the government and out. In 1986
the Plus Highway took over the existing North-South Highway,
spent RM6 billion to upgrade it, in return for a 30-year
concession. That would end in 2016, but Dato' Seri Samy now
says it would not end until 2021. The government gives all highway concessionaires soft
loans, on "payable when able" terms, gives them large tracks
of land which they are to have sold to raise capital to
build the roads. But the contracts are so loaded towards
them that the public must pay ever rising tolls. Train and
bus fares are cheaper to Seremban than the tolls a private
motor car has to pay. What was once RM1 is now RM6.50.
What justifies raising the tolls to this level in a decade?
If the government has the money, why did it not build the
Sprint Highway which requires those living in Kuala Lumpur
or Petaling Jaya working in Taman Tun Ismail or Damansara
Utama or vice versa having to pay a toll. That highway cost
allegedly RM1 billion. Why could not the government have bought out the
concessionaire and removed the tolls? It could not.
Without the tens of thousands of users every day, the
concessionaire could not turn in a profit. The North-South
Highway is sustained by the RM4 million or so collected
along the Federal Highway every day and the RM3 million or
so more on weekends. So, at every turn the concessionaires
make money. They make money hand over fist in the
construction, which goes to subsidiaries, which hike up the
price, then to other subsidiaries down the line, the money
skimmed of at every level, with the further kill when the
now-heavily indebted concession company is listed on the
stock market. The government then accedes to heart-rending
pleas for more money so that its concessionaires can
continue to behave as drunks in a whorehouse.
It is not surprising that every concessionaire is
indebted and unable to repay its debts. The government
compensations provide them with the money to live as moguls
of old, acquires wives, planes, homes in Switzerland, London
and New York and other signs of having arrived. So, the
Renong-UEM combine, controlled by the same group, is
indebted for more than RM30 billion. Yet, the
concessionaires are confident they would be debt free soon.
The government is around to bail them out. Even at the
expense of the public. Which is why I find Dato' Seri Samy
Vellu's statement that "people must not think that the
Government is not taking their plight seriously." As a
matter of fact, Dato' Seri, it does not.
Why is Tan Sri Halim Saad bailed out? Why is Tan Sri
Tajiddin Ramli bailed out for destroying MAS? Why did not
the government buy his 29 per cent stake in MAS by buying up
his shares on the KLSE and controlled MAS that way? Dato'
Seri Samy Vellu's talk of soft loans is to prepare the
ground for another bailout. He should set out in a full
statement in the next issue of Parliament of what it cost
the government to privatise the highways: how much it paid
in compensation for tolls, how much for the concessionaires
not meeting their traffic targets, how much soft loans
proferred and at what terms, how much of these loans have
been repaid, and other details to find out why the issue of
tolls becomes such a hot political issue. What he proposes
